Assalamu Alaikum friends, a big good news for all of you, the Chief Minister Punjab Free Livestock Program has been started, which aims to provide free livestock to rural women and small farmers in Punjab.The first phase of this program has been completed, thousands of animals are being distributed to deserving women in South Punjab. CM Punjab Free Livestock Program
In Phase 1, thousands of animals were distributed to deserving women across 12 districts of South Punjab. Building on that success, Phase 2 will cover the same districts:
Multan, Khanewal, Lodhran, Vehari, Bahawalpur, Bahawalnagar, Rahim Yar Khan, Dera Ghazi Khan, Layyah, Muzaffargarh, Rajanpur, and Kot Addu.
The key focus remains the same financial empowerment, food security, and rural development. Women receiving livestock are expected to raise cattle or sell milk, leading to long-term sustainability and better livelihood opportunities.

Free Livestock Program Phase 2 Launch and Registration Dates
According to the Punjab Livestock Department, Phase 2 will begin on June 15, 2025, with online and offline registrations opening on June 1, 2025. The deadline to apply is August 31, 2025, but early registration is strongly advised due to limited slots.
On the other hand, Livestock Card Phase 2, as announced by Minister for Livestock and Agriculture Syed Ashiq Hussain Kirmani, will accept applications between May 15 and June 1, 2025, with the loan distribution starting from July 15, 2025.
Eligibility Criteria for Free Livestock Program
- Women only: Widows or divorced women under the age of 55.
- Punjab Domicile: Must belong to one of the selected 12 districts.
- Low-Income Status: PMT score below 32 (as per PSER data).
- CNIC: Must possess a valid CNIC.
- Livestock Status: No previous ownership or sale of Phase 1 animals.
- Animal Care Capacity: Must have suitable space and commitment to raise an animal, as verified by a vet officer.

How to Apply for Free Livestock Program
Online Application for Free Livestock Program
- Visit: livestock.punjab.gov.pk
- Or download the “Asset Transfer to Rural Women” app on Google Play Store.
- Register using CNIC and mobile number.
- Fill the form and upload CNIC and proof of address.
- Submit and receive confirmation SMS with a reference number.
Offline Application for Free Livestock Program
- Visit nearest Livestock Department Office or Veterinary Hospital.
- Submit CNIC, poverty documentation (e.g., BISP registration).
- Staff will assist in submitting your details into the 9211 system.
Livestock Card Program Latest Update
Minister Kirmani also confirmed that those repaying livestock card loans between April 15 and May 15, 2025, will be eligible for the new loan phase. Defaulters will be excluded from any future livestock schemes. Around 300,000 animals are planned to be distributed in the next six months under this component. All distributed livestock will be digitally tagged for tracking and veterinary care.
